What the Tower Rush Wants
Most openings assume a quiet first few minutes; the Mongol breaks them: it is the tower rush civilization par excellence and practically the only one that will drop a tower on you in Dark Age, escorted by Spearmen. And the goal is not just denying your gold: every building of yours they knock down — a lone mining camp, a badly placed House — pays them loot. That is why the defense starts before you ever see the tower: in where you place your buildings and in what your Villagers are doing.

the magic number — what fits in a tower
◆The matchup is the first signal: against Mongols, assume by default it may come and prepare your opening.
◆Count their Spearmen with your Scout. Five is what fits inside a tower, and they usually make no more; match their count — if they go past five, so do you.
◆Watch the middle of the map to intercept Spearmen on their way, and look at your own base through Mongol eyes: the tower hunts for the spot that bothers both your gold and another resource (stone, wood). Knowing where it would hurt tells you what to protect.
First Decision: Fight or Dodge
Some civilizations barely need a plan: EnglishVillagers shoot down whoever builds the tower, Rus plant the Kremlin next to it (and call the militia if the tower goes up), and in the Mongol mirror your own Spearmen plus defender's advantage are enough. For everyone else, two families.

Civs that fight in Dark Age have an economic or military edge that lets them match the Mongol spears:
Holy Roman Empire
Three on food and three on wood, no gold at all; House, Barracks and fast Spearmen, chopping the trees around the Town Center before placing a lumber camp. The prelate boosts gathering and heals your Spearmen: every even fight is yours.
Ottomans
Five Villagers mine 10stone each — with the starting 50 that pays the Military School — then a Barracks: two Spearmen almost at once, plus a free one every minute or so.
Malians
The Donso brings a javelin and an extra point of melee armor, and the Open-Pit Mine spares you the mining camp. It costs 30wood (10 more than a regular spearman), so build only three Houses by the gold — not the usual six — to avoid delaying the Barracks. Javelin, retreat, and only fight at even numbers.
Chinese
Supervise the mill with the Imperial Official to inflate your food, build a House (the village delays the Barracks) and, only in an emergency, move the official to supervise the Barracks and pump out Spearmen.
Civs that dodge cannot win the spear fight without a bonus. Their plan: grab the gold they need in a hurry, delete the mining camp before the Mongol arrives — a deleted building is denied loot — and play on food and wood alone until Feudal, ignoring the tower.
Delhi
Adds 130 for its scholar on top of the 100 for the age-up, then splits the miners between Sheep and a tree near the Town Center.
French
Mine the 100 missing for the age-up, delete the mining camp, and age up on food and wood without gifting loot.
Abbasids
Mine the 100 missing for the age-up, then play on food and wood until Feudal.
For all dodging civs: the House always sits under Town Center fire; the mill where you research Wheelbarrow stays glued to it too. Every stray building is another loot payout.

When to Strike Back
In Feudal, and only if the tower denies something you genuinely need. If it merely guards gold you no longer plan to touch, let it rot: tearing it down costs time and Villagers. If it cuts your wood or your plan calls for gold (knight-and-archer aggression): a few Archers to scare off the Spearmen and ten or eleven Villagers bringing the tower down. Delhi can research Textiles first — free for them — and Abbasids can put up a ram with their Archers without going through the blacksmith. If your plan was a second Town Center, sometimes the best answer is not to fight at all: head for a distant stone mine and leave the Mongol guarding a tower that no longer matters.
